Laws of Diminishing Returns:

Are limited by the existing laws of the cosmos.  If the laws (and things) were not there, the improvement would be impossible; existence or even doing the task would be impossible as there would be no environment in which the task/event can take placed.  Of course the improvement and maximum potential only applies to that method of doing things  If a goal is set, rules emplaced and environment established, then there is only one perfect, ideally spelling, method of achieving the best result  If the goal remains the same but the other two variables change, thee so can the possible results.

All of this can only rake place if willfulness and creativeness are present in the actor.  Otherwise he will either try to solve the problem (improve) or understand the problem (know how to improve).
